Rick concentrates his practice in litigation and
public utility matters. He represents corporate clients and their
officers in white collar defense and corporate investigations, and
telecommunications, water, gas and electric utilities and other
companies in matters before governmental and regulatory agencies and
state and federal courts.
Rick also
works with clients on legislative matters, vendor and supplier diversity
issues and minority and women-owned business certification. He has filed
comments with the Pennsylvania State Gaming Board concerning vendor
licensing requirements on behalf of The Pennsylvania Minority Business
Development Center, The Minority Supplier Development Council of
Pennsylvania-New Jersey-Delaware, The Greater Philadelphia Hispanic
Chamber of Commerce, The African American Chamber of Commerce of Western
Pennsylvania and The Pittsburgh Regional Minority Purchasing Council. He
also filed comments with the Pennsylvania State Gaming Board concerning
diversity participation and diversity plans required under the
Pennsylvania gaming law.
Prior to joining Stevens & Lee, Rick served as
Regional Vice President and Regulatory Counsel for XO Communications,
Inc., where he handled the design, implementation and administration of
regulatory, legal and external affairs functions for a seven-state
region, and also served as a lobbyist.
Rick has also
held several positions within the Pennsylvania Office of
Attorney General, including Director of the Bureau of Consumer
Protection and Executive Deputy Attorney General in charge of the
Public Protection Division, where
he led one of three Divisions within
the Pennsylvania Attorney General's Office and had more that 30 agents
and 20 attorneys reporting to him.
He
is a recognized authority on identity theft and for the past several
years has been an Instructor of the Pennsylvania Bar Institute,
teaching Continuing Legal Education courses in identity theft.
Rick serves as an Adjunct Professor at Widener
University School of Law in Harrisburg, where he teaches courses in
business organizations, telecommunications law and policy and consumer
protection law.
